Abstract [en]

This article examines the history of adoption in Sweden through an analysis of the explicit assessment and formation of new families. Against the backdrop of general adoption trends and transitions, from the 1910s through to the 2010s, individual cases are used to explore how adoption has been legitimised with reference to the best interest of the child. The analysis is based on social workers’ written statements concerning non-relative adoptions from four periods: the 1920s, 1950s, 1970s and 2010s. It focuses on the rhetorical means by which adoptive parents were categorised as suitable parents and what this can tell us about changing notions of good parenthood and the child’s best interest. The results are discussed in relation to previous research and the different approaches identified as decisive for the development of adoption, namely, adoption as a child welfare institution to be run and controlled by social work expertise, as a humanitarian act with the main purpose of ‘saving’ children in need, and as a way of helping childless couples waiting to build a family. It is in the intersection of these contesting but overlapping perspectives that adoption, and the meanings ascribed to good parenthood and the child’s best interest, have changed.

Cet article examine l’histoire de l’adoption en Suède par une analyse des évaluations explicites et de la formation des nouvelles familles. Avec en toile de fond les tendances générales des adoptions et leurs transitions, depuis les années 1910 jusqu’aux années 2010, des cas individuels sont exploités pour explorer la façon dont l’adoption a été rendue légitime en référence à l’intérêt supérieur de l’enfant. L’analyse est basée sur les déclarations écrites des travailleurs sociaux concernant les adoptions d’enfants non apparentés, de quatre périodes différentes : les années 1920, 1950, 1970 et 2010. Elle se focalise sur les moyens rhétoriques utilisés pour catégoriser les parents adoptifs en tant que parents appropriés, et sur ce que cela peut nous apprendre sur les nouvelles notions de bonne parentalité et de l’intérêt supérieur de l’enfant. Les résultats sont abordés par rapport aux précédentes recherches, et les différentes approches sont identifiées comme étant décisives pour l’évolution de l’adoption ; notamment que l’adoption est une institution du bien-être de l’enfant qui doit être gérée et contrôlée par l’expertise des travailleurs sociaux, que c’est un acte humanitaire ayant pour objectif principal de « sauver » les enfants dans le besoin, et que c’est un moyen pour aider les couples ne pouvant pas avoir d’enfant à construire une famille. C’est à travers le chevauchement de ces perspectives contestataires mais croisées que l’adoption, ainsi que les significations attribuées à la bonne parentalité et à l’intérêt supérieur de l’enfant, ont changé.

According to the Hague Convention on Intercountry Adoption, the receiving state must determine that prospective parents are suited to adopt, and it is up to each State Party to identify the criteria and methods by which suitability is determined. The present study focuses on social workers’ accounts of the assessment practice, and offers insight into the complexity of the assessment task as well as what is expected and required of adoption applicants. More precisely, it explores why talking about past difficulties and crises is considered to be crucial when assessing prospective adoptive parents. The analysis of social workers’ discussions of their work demonstrates how ‘talking about difficulties’ in assessment interviews serves two primary institutional purposes, as it relates to both the examination of suitability for parenthood and the credibility of the assessment per se. Furthermore, the study points to how social workers’ professional discourse on the significance of past experiences holds and reproduces the ideal of a reflective confessing subject, the hallmark of a therapeutic culture.

Vid internationell adoption är det, enligt Haagkonventionen, mottagarlandets skyldighet att utreda huruvida de som ansöker om att få adoptera är lämpliga som föräldrar. Det är dock upp till varje konventionsstat att bestämma utifrån vilka kriterier, och med vilka metoder, som lämplighet ska bedömas. Denna studie fokuserar på familjerättssekreterares beskrivningar av bedömningspraktiken och bidrar med kunskap om såväl utredningens komplexitet som de krav som ställs på adoptionssökande. Mer specifikt undersöks varför samtal om svårigheter och kriser anses avgörande i bedömning av presumtiva adoptivföräldrars lämplighet. Analysen av familjerättssekreterarnas diskussioner visar hur samtal om svårigheter fyller olika syften och kopplas till både bedömning av lämplighet för föräldraskap och utredningens trovärdighet i sig. Studien belyser hur familjerättssekreterares professionella diskurs om betydelsen av tidigare svårigheter rymmer och reproducerar den terapeutiska kulturens ideal om ett reflekterande och bekännande subjekt.

Children and the elderly are, in various contexts, portrayed as ideal companions, and positioned as “others” in relation to the more powerful generation in between (Joosen 128, 136-138; Hockey and James 2-5). In children’s literature, for example, the relationship between the two age groups tends to be romanticized, featuring their mutual interests in nature, animals, fantasy and storytelling. In this chapter, we explore how the two categories meet in the award-winning drama TV series Mad Men. The aim is to scrutinize the link between childhood and old age, by analyzing how the relationships between a young girl, Sally Draper, and her elderly relatives are played out. Exploring key scenes, we show how the companionship between children and the elderly is constructed as rewarding for both parties, yet as provocative and challenging rather than romantic and harmless...

Abstract [en]

Through adoption, the state actively contributes to creating families. It therefore also assumes the role of guarantor of the child’s best interests in the adoption process, which entails assessing the suitability of presumptive adoptive parents. In the present article, we use the concluding sections of assessment reports on applicants for intercountry adoption in Sweden to answer the following question: What must be said about an individual or a couple in order for her/them to be seen as a suitable adoptive parent? We thus assume that report conclusions serve to display parent suitability to their audiences. The assessment aligns with Swedish national adoption guidelines, and the study shows how the assessment handbook comes to serve as a catalogue of arguments that not only define good parenthood, but also outline a way of life that is suitable for parenthood. The analysis illustrates how valid arguments for granting consent to adopt refer to three layers of suitability. They include not only the applicants’ insights into and knowledge about adoption in particular and children in general, but also their conventional and orderly life, i.e. a life free from distractions that could hinder a wholehearted focus on children and family life.

Intercountry adoption is a global phenomenon, a contact zone in which notions of ‘good parents’ and ‘the child’s best interest’ are negotiated. This article explores what norms of parenthood and childhood Sweden, as a receiving country, communicates in the global flow of children and ideas. Adoption assessment reports are examined, with a focus on how adoption applicants are portrayed and how ‘good parents’ are thereby construed. The analysis demonstrates how certain qualities, for example, being loving, self-sacrificing and child-centred, are ascribed to applicants, and how the presentation of ‘good parents’ also defines a proper childhood.

Abstract [en]

Intercountry adoption policy emphasizes openness in relation to adoptees’ background. However, because intercountry adoption is a complex web of relations including individuals, institutions and countries, it is impossible to foresee what background, origin and roots will mean to the adopted individual. The present article examines what meanings adoptees themselves ascribe to background, origin and roots. A total of 22 internationally adopted men and women participated in focus group conversations. The participants were invited to discuss their diverse experiences and opinions on these matters and their stories were analyzed from a narrative perspective. The analysis focuses how time and space were made significant in narratives about background, origin and roots. Two contrasting stories – the here-and-now narrative and the there-and-then narrative – are discerned, but further analysis of the narrative space and time dimensions shows a much more complex pattern beyond these extremes. Adoptee narratives characterized by an open time dimension deal with what could have happened, alternative lives, and the analysis shows how these alternative lives are storied and valued. Furthermore, when adoptees tell their stories about background and roots, ‘there’, i. e. the birth country, is ascribed different meanings. Our analysis shows that the categorization of space as wide or narrow, in the sense of collective or personal, respectively, is useful in understanding the different approaches to background and roots. Based on the present results, we suggest that social workers may wish to organize their counseling along the time and space dimensions of adoptees’ narratives.

Kärnfamiljen är fortfarande den vanligaste samlevnadsformen i vårt land men samhällstrenden visar på en allt större variation i samlevnadsmönster. Familjer bryter upp och nya par flyttar samman. Med barnen som länkar bildas nätverk av relationer.

Den senmoderna familjen utgör en nätverksfamilj. Med nätverket som metafor upplöses familjen som en sluten social enhet.I stället ställs relationerna och det vardagliga familjelivet i fokus. Invanda levnadsmönster, traditionella roller och könsidentiteter utmanas och ifrågasätts. Uppbrotten kan även splittra familjer mellan länder och världsdelar. Vad är en familj? Vilka familjekonstellationer är tänkbara? Hur påverkar de nya strukturerna barns och föräldrars roller?

Denna bok skildrar samtidens mångfald i samlevnadsformer, t ex den traditionella kärnfamiljen, nya familjebildningar med styvföräldrar och egna samt gemensamma barn, ensam mor-familjen, heltids-eller deltidspappan, den homosexuella familjen och den inflyttade familjen från en annan kultur. I bokens andra del fördjupas resonemangen kring det nya fader- och moderskapet, fosterfamiljen, den utsatta familjen, våld i familjen och problematik kring barnlöshet. 

Boken vill beskriva och analysera hur män och kvinnor i nya familjemönster praktiskt utformar föräldraskap, parförhållande liksom ansvar för och omsorg om familjen. Familjen skapas genom sina vardagshandlingar.
