Uppsatsen Gymnasieskolan i samverkan – Mellankommunal samverkan och dess effekter i den lilla kommunen utforskar samarbetet mellan små kommuner och deras sätt att arbeta fram en gemensam lösning för att uppnå kraven kommuner har som ansvariga för gymnasieutbildningen. Fokus för uppsatsen ligger på fyra mindre kommuner och det samarbete med andra kommuner som används för att nå de nationellt uppsatta målen för gymnasieskolan. Det teoretiska ramverket som har använts för att beskriva och förklara samarbetet, dess förtjänster och problem, består av nätverks- och samarbetsteorier samt organisatoriska perspektiv.

Det empiriska materialet utgörs av intervjuer med representanter från varje kommun, såväl som av dokumentation från samarbetenas början. Materialet har använts för att svara på tre frågor: den lilla kommunens roll i ett större samarbetsforum, varför ett samarbete är till synes nödvändigt och till slut vad ett sådant samarbete har för effekter.

Slutsatserna av arbetet visar att det existerande resursberoendet mellan kommunerna är ett incitament för att bli medlem i ett samarbete och att samarbetet formas i en organisk form, vilket innebär att samarbetet speglar hur samhället ser ut. Det framkommer också att det näst intill är omöjligt för små kommuner att klara av de nationella kraven på gymnasieutbildning. Ett samarbete är en nödvändighet.

Abstract [en]

This thesis explores cooperation between small municipalities and their way of working together as a solution to be able to fulfil the high demands regarding them as responsible for the upper secondary school. The focus of the master thesis is four different municipal alliances and the members of each and how they are managing those demands, and cooperation as a method of problem solving.

The theoretical framework used in this paper consists of different aspects of network and cooperation theories, but also organisational perspectives. These views are used to explain the notions within the cooperation between the different municipalities. Research has been made on other types of cooperation intended for solving various problems and challenges that the municipalities of today are forced to accept. The field referring to the secondary school and how the responsible authorities find ways to resolve the problems is so far severely lacking of research. That is why this study is needed.

Empirical material has been collected through interviews with representatives from the municipalities as well as from documents, mainly from the launch of the cooperation’s. They have been used to answer questions regarding three important aspects, primarily the role of the small municipality in a larger alliance, secondly why the cooperation is necessary and thirdly what are the effects of the alliances.

The conclusions that are made in this paper are as follows; firstly the existing resource dependency within the municipalities is an incitement for joining an alliance, secondly the cooperation’s launch in an organic form, the conclusions also show that both representatives and documents prove that it is almost impossible for, especially, small municipalities to successfully fulfil all of their responsibilities on their own. A partnership, or an alliance is of great need.
