Abstract [en]

This thesis is a case study that examines the municipalities in Sweden where Sweden Democrats have entered into government. The Swedish election 2018 has brought a new political leadership in five municipalities where they now are governing together with the Moderate Party, the Christian Democrats and some local parties. Earlier these parties refused to go into coalition with the Sweden Democrats but after the election 2018 they have now changed their minds. By this, these local parts of the Moderate Party and the Christian Democrats are defying orders of their national leadership and opening up a new political governing system with the Sweden Democrats as a coalition partner.

The main purpose of this paper is to find out how this coalition decision is motivated by the local politicians of the Moderate Party and the Christian Democrats. A cooperation between them and the Swedish Democrats is not in accordance with their national parties’ guidelines. The thesis has a qualitative research design and the empirical material consists of interviews with leading politicians from these local governments. The questions during the interviews are based on a theory called political arenas. The theory has four different political arenas, the internal arena, the electoral arena, the parliamentary arena and the implementation arena. These arenas are key factors to reach political power and the parties must take them into account during the coalition process.

In conclusion, it is found that the local governments have based their political strategies on the same ideas as the theory of the political arenas describes. The Moderate party and the Christian Democrats in these municipalities have a pressure and demand from their constituent, members and politicians that they should break the dominant and historical power position that the Social Democrats has held for decades. The Sweden Democrats are the only key to the power, and through them they can achieve maximum of their political ideas and program and gain positive effects on each and one of the political arenas.
