Denna uppsats undersöker vilka utmaningar ett utvecklingsarbete på landsbygden kan innebära för en mindre aktör såsom en hembygdsgård. Samhället utvecklas ständigt, vilket kräver nya tekniker och nya tankesätt för att bidra till samhälls- och landsbygdsutvecklingen. Att bedriva verksamhet på ett hållbart sätt är en viktig komponent i det arbetet utifrån sociala, miljömässiga och ekonomiska aspekter men utifrån dagens regelverk kan utmaningar uppstå för de som vill genomföra utvecklingsprojekt på landsbygden. De juridiska utmaningarna kan skapa barriärer som kan vara svåröverkomliga, dels på grund av bristande kunskap hos de som vill utveckla, dels på grund av ett komplext regelverk. 

Inom arbetet med den här uppsatsen har bland annat en fokusgruppsintervju genomförts i Bottna för att få insikt i perspektiv hos en mindre landsbygdsaktör kring ovanstående utmaningar, vilket kan bidra till att fördjupa förståelsen för vilka utmaningar den mindre aktören kan stå inför.  

Studien påvisar att utveckling av dagens lagstiftning har uppmärksammats under 20 års tid men att trots detta finns behov av ytterligare utveckling. Även att tidigare historiska brister i dokumentation kan spela stor roll vid nutida utvecklingsplaner. 

This thesis examines what challenges development work in rural areas can pose for a smaller actor such as a homestead. Society is constantly evolving, which requires new technologies and new ways of thinking to contribute to community and rural development. Conducting business in a sustainable way is an important component of this work from social, environmental, and economic aspects but based on today's regulations, challenges can arise for those who want to implement development projects in rural areas. The legal challenges can create barriers that can be difficult to overcome, partly due to the lack of those who want to develop and partly due to a complex regulatory framework.

Within the work on this thesis, a focus group interview has been conducted in Bottna to gain insight into the perspective of a smaller rural actor around the above challenges, which can help to deepen the understanding of what challenges the smaller actor may face.

The study shows that the development of today's legislation has received attention for 20 years, but that despite this, there is a need for further development. Also, that previous historical deficiencies in documentation can play a major role in contemporary development plans.
