Abstract [en]

Municipalities appear to support businesswomen with one hand and hinder them with the other, by the obstacles perceived by small business enterprises in the community care services sector. This article asks: Why are they acting like that? The aim is to highlight and create understanding of small-scale businesses' conditions in the community care services sector. The businesses', politicians', employees' and union representatives' experiences of the conditions in the case municipality of Norrköping is highlighted and the formal and informal institutions' significance for the situation is analysed. The article discusses how the businesses' different logics clash with one another, how municipal governance's paradoxes complicate the relationships as well as how equality and the gender system affect the conditions. Finally practical implications are also presented concerning the municipalities' contracting small-scale business enterprises.
