The Screening Process of the Detail Development Plan in Ostergotlands municipalities (Swedish)
Abstract [sv]

The detail development plan (DDP) is an important tool in the municipal spatial planning with regard to the balance between different stakeholders’ interest in the use of land, water and the built environment. It is also important in the aim for a sustainable development. Consequently, the planning should be carried out in such a way that a significant environmental impact does not occur. The DDP must therefore undergo a screening to determine if its implementation can cause significant environmental impact or not. This study examines the screening process of the DDP and what municipalities in Ostergotland are doing in relation to the requirements of the environmental Protection Agency´s manual and all applicable laws. It also assesses the local procedures based on a study that shows that those may vary. Our study showed that 73 % of the municipalities are using checklists and that the methodology works well in the context; however, there is still a need for improvements. We also found that the municipalities that didn´t have an ecologist had a larger number of DDPs that should be considered to cause significant environmental impact. It was also found that several of the national environmental goals, were overlooked in the screening process. In this field there is no external supervision of the municipalities’ activities, which may contribute to the varying standard of the screening processes in the investigated municipalities
