Governing technical information systems in local crisis management

There are increased demands for preparations for and co-ordination of crisis management in public administrative bodies. Governmental organisations and authorities take responsibilities and have to provide systems and structures of co-ordination before, during and after crises. One such system is technical information systems which create a structuring arena for coordination and integration that is analysed here. There are several technical information systems to choose between for municipalities, who are responsible for the Swedish local crisis management. One technical information system, called WIS, was a national initiative but due to the constitutional local autonomy it was complicated to get municipalities to choose the national system and alternative local technical information systems developed. The study builds on a bottom-up analysis of how municipalities choose technical information system within crisis management. The main conclusion points out the importance of organisational structure in governance and the demand of flexibility in technology.
