The Deregulated Pharmacy Market : A study of the shift in location of pharmacies in the Swedish market (English)
Abstract [sv]

Den 1 juli 2009 omreglerades den svenska apoteksmarknaden, vilket innebar att det statliga monopolet avskaffades till fördel för privata apoteksaktörer. Anledningen till denna omreglering var bland annat att öka tillgängligheten till läkemedel. Det är av intresse att undersöka om detta mål har uppfyllts i önskvärd utsträckning.Syftet för uppsatsen ligger i att undersöka den fysiska lokaliseringen av apotek. En studie av lokaliseringen för Sveriges apotek har genomförts, där hänsyn tagits till geografiska och strategiska inslag såsom exempelvis i vilken del av landet apoteket finns lokaliserat, andra aktörer på platsen, ortens storlek samt andra närliggande faciliteter. Från den empiriska studien har framkommit att antalet apotek ökat stort sedan omregleringen. Den största ökningen har skett i den södra delen av landet samt i större städer. Endast 3 % av apoteken har lokaliserat sig på en ort där apotek tidigare helt saknades. Utfallet är inte samhällsekonomiskt optimalt om man endast inkluderar apotek i modellen (exkluderar apoteksombud), betraktat utifrån att minimera samhällets kostnader för transport till ett apotek. Detta beror på att för få apotek lokaliserat sig i den norra delen av Sverige. Resultatet ändras dock om apoteksombuden räknas in i modellen, då dessa löser problem med apotekstäckning i glesbygd. Huruvida ett apoteksombud ger samma service som ett apotek bemannat med en farmacevt kan diskuteras.De lokaliseringskategorier som i absoluta tal ökat mest är centrum större centralort, förort samt köpcentrum. Om man istället ser till den procentuella ökningen så är det kategorierna mataffär och köpcentrum som ligger i topp. De sistnämnda kategorierna var före omregleringen relativt ovanliga, men ses av vinstdrivande apoteksaktörer som lönsamma strategiska lokaliseringsval.Nyckelord: Apotek, lokalisering, tillgänglighet, omreglering, transportkostnad.

Abstract [en]

1 st of July 2009 the Swedish pharmacy market was deregulated, which meant that the state monopoly lost its market power in favor for private actors. The background to this deregulation was to increase the accessibility to pharmaceuticals. It is of interest to see if this goal has been reached.The purpose of this paper is to investigate the physical location of pharmacies. A study of the location of Swedish pharmacies has been completed, with regard to geographical and strategic features such as in which area of the country the pharmacies is located, other market players, the size of the community and other nearby facilities.From the empirical study it has emerged that the number of pharmacies has increased largely since the market was deregulated. The biggest increase has been in the southern parts of the country and also in bigger cities. Only 3 % of the pharmacies have chosen to locate in a county that previously didn’t have a pharmacy. The outcome is not socioeconomically optimal if only includingpharmacies (excludes pharmacy attorneys) in the model, seen from the perspective to minimize society’s costs from transportation to a pharmacy. This is because too few pharmacies have located in the northern parts of Sweden. If we extend the model to also include the pharmacy attorneys, the result changes, since this solves the problem with pharmacy-covering in rural areas. Whether the pharmacy attorney gives the same amount of service as a pharmacy manned with a pharmacist can be discussed.The location categories that have increased the most in absolute values are centrum större centralort, förort and also köpcentrum. If we instead look at the percentage change, the largest increases have been for the categories mataffär and köpcentrum.The last mentioned categories were before the deregulation of the market relatively unusual, but is from the point of view of profit making enterprises a good strategiclocation.
