    Detta kapitel kretsar kring just förorten som skådeplats för politiskt motstånd. Särskilt fokus riktas mot framväxten av en förortsrörelse bland förortens unga, en form av gräsrotsmobilisering som kretsar kring rumslig och social orättvisa (Sernhede m.fl. 2016; Ålund 2014b). Denna rörelse uttrycker ett lokalt förankrat, men translokalt förgrenat, motstånd mot den sociala exkludering som drabbar de boende och inte minst de unga i förortsområden runtom i landet (León Rosales & Ålund 2017). I denna organisering åberopar förortens unga sin rätt till hemmahörande på lika villkor. Rörelsen drivs av en stark vilja att höra till, artikulerad i en kamp för hemmastadiggörande. De unga kräver rätten till staden och till Sverige som inkluderande hem.

    Abstract [en]

    The authors discuss cooperation between immigrant associations and public institutions for adult education in Sweden. They emphasize, on the one hand, a growing importance for social inclusion of activism among immigrant associations and, on the other hand, their stigmatization, and subordinate position. Based on empirical case studies from metropolitan Stockholm, the authors argue that these associations have become more or less institutionalized in terms of new partnerships (between state, municipality and volunteer organizations) and have taken over a number of service functions from the retiring welfare state. Focusing on issues of cooperation in the area of adult education the authors argues that this partnership is unequal. Contextualising a changing institutional system of adult education and its role in social inclusion of migrants they examine problems of partnership both in terms of lack of dialogue and culturally defined hierarchy and in terms of adjustment to market exigency.

    Abstract [en]

    Addressing segregation, racism and welfare transformation, a new form of grassroots mobilization among young adults is emerging in the peripheries of Swedish cities. The common denominator is that they define themselves as urban justice movements – with place as the social ground for mobilization. With a Gramscian perspective, the article analysis the rise of urban justice movements in relation to contemporary urban policies in Sweden. We argue that Swedish urban policies during the last 20 years have created a hegemonic urban management regime underpinned by area based programs with a focus on network steering and new forms of partnership between civil society and public institutions. The emergence of urban justice movements is here understood in relation to firsthand negative experience of– and later active revulsion from – having participated in activities and issues related to the urban management regime. These experiences have been a key condition for the beginning of a broader struggle that merges local rootedness with wider structural-institutional conditionality.

    Abstract [en]

    The study examines civil society agency for social inclusion among Associations Founded on Ethnic Grounds (AFEGs), focusing on their engagement for combating discrimination and enhancing migrant incorporation into the Swedish labour market. The overall rationale of the study investigates the complex institutional conditionality of AFEGs for developing their agency as social movement and civil society actors. The main aim of this study has been to understand how anti-discrimination agencies run by AFEGs, with subsidy support by the state, describe their experiences, and which implications the subsidy may have for the orientation and direction of their actions. The study comprises primarily interviews with anti-discrimination lawyers and heads of two agencies, but also interviews with representatives for the Equality Ombudsman. The greatest challenge for the agencies has been caused by subsidy cutbacks, which have affected both the working conditions of the agencies and other engagements of the AFEGs, such as educational courses among their members, awareness raising concerning the issues of anti-discrimination among different officials, in municipalities, trade unions and among employers. Due to the cutbacks, the civil society actors such as AFEGs have been forced to adapt to market principles by becoming entrepreneurs specialised, in this case, in the field of anti-discrimination law. The study further analyses the effects of this development as well as opportunity structures for collaboration with trade unions and the Equality Ombudsman. Even though these partnerships reveal relational asymmetries, the authors call attention to current and possible future openings in opportunity structures for wider collaboration between AFEGs, trade unions and the Equality Ombudsman.

    I sin artikel undersöker René León Rosales och Aleksandra Ålund de processer som villkorar och möjliggör framväxten av en subjektsposition som aktivist bland ungdomar tillhörande en postmigrant-generation inom den svenska urbana rättviserörelsen som kallats den nya ”förortsrörelsen”. Artikeln utgör en fallstudie av Megafonen, en ungdomsledd organisation grundad i Husby som var central för framväxten av förortsrörelsen. I fokus står den unga aktivisten ”Jasmines” livsberättelse. Empiriskt baseras artikeln på material insamlat sedan 2014 genom deltagande observation, videoinspelningar, intervjuer samt texter, video och bilder hämtade från internet och pressen. Författarna undersöker relationen mellan individuella och kollektiva lärandeprocesser samt transcenderande identitetsprocesser förankrade i rörelsens ”platskamp” i rasifierade urbana landskap. Genom begreppet ”aktivistiskt medborgarskap” belyser artikeln förortsrörelsens platskamp som ett samtida uttryck för medborgarskapande genom vilket unga vuxna politiserar sina erfarenheter av marginalisering och diskriminering och kräver sin rättmätiga plats i samhället.

    Analysing the formation of a political subjectivity among swedish urban justice activists the authors discuss resistance against cultural stigmatization and social exclusion. An emergent critical public voice confronts marginalization within the formalised context of "invited spaces" for citizenship dialogues as activists create new "invented spaces" for public participation, in order to promote democratic development.

    Chapters in this volume have followed different fora and deliberations on the global governance of migration initiated by the UN High Level Dialogue on Migration and Development (UNHLD) in 2006 up till and including the summit of the Global Forum on Migration and Development (GFMD) in Berlin 2017. The focus of the book is on the impact of civil society groups and organizations on these processes concerned with the formulation of an overall normative framework for the governance of migration.

    This postscript addresses venues taking place after the Berlin GFMD. It revolves around the idea of ‘invited’ versus ‘invented’ spaces (Chapters 2, 6 and 7). Invited spaces stand for positions and platforms occupied by civil society organizations (CSOs) or non-governmental organizations (NGOs), embodied in a general neoliberal idea of ‘participatory governance’ in terms of state–market–civil society partnerships. Invented spaces are in contrast organizational and ideopolitical positions or counterhegemonic platforms occupied by contestative movements which through their collective action confront the status quo (Chapter 6). In the present text invited spaces refer to civil society groups in their position as participants within intergovernmental and international fora for deliberation on migration management. Invented spaces refer to independent civil society platforms for the development of strategies and action aimed at inclusive social, labour, citizenship and human rights of migrants.

    rom this perspective we relate in the following to the Global Compact for Safe, Orderly and Regular Migration (GCM) agreed upon by governments on an intergovernmental conference 10–11 December 2018 in Marrakech and formally adopted by the General Assembly of the United Nations on 19 December 2018.1 Our focus is on civil society’s perceptions of the GCM, and potentials for following up intentions of the compact through ‘invited spaces’ for dialogue with governments and international organizations on the road from Marrakech. We continue with a short presentation of professed ‘invented spaces’ for solidarity mobilization of social movements and their strategies for social inclusion: the People’s Global Action on Migration, Development and Human Rights (PGA), the Permanent Peoples Tribunal (PPT), La Via Campesina, Churches Witnessing With Migrants (CWWM) and the World Social Forum on Migration (WSFM).

    The paper pursues a critical understanding of the dual signification of ‘precarity’. ‘The authors explorewhat ‘precarity’ as a concept may potentially offer studies of a changing contemporary politicaleconomy of migration. They discuss shifting trends in global migration and the rise of a neoliberal‘regulatory state’, and put the question as to whether we may see tendencies towards convergencebetween ‘South’ and ‘North’, ‘East’ and ‘West’. Based on a review of current research advances theydiscuss, with reference to the classical work of Karl Polanyi, potentials for a contemporary‘countermovement’ contesting precarity among migrants. Bringing forth controversies and dilemmasin need of analysis, theoretical elaboration and empirical inquiry the authors ask ‘what is the space forcivil society in governance on migration?

    Beyond Liberal Pluralism: Migration and Politics of Exclusion in Europe2010Report (Other academic)
    Abstract [en]

    Contemporary intellectual critique, seeing multiculturalism as a threat to liberal core values and social cohesion, tells us more about paradoxes of a contemporary Western ‘liberalism’, which is loosing contact with its founding premises, than about actual multicultural policies. The article sets out to review the Swedish trajectory between a unique liberal multicultural agenda and generous policies of asylum and naturalisation towards an alignment with a currently rising wave of retrogressive identity politics, securitisation of integration policy and the institutionalisation of heavily monitored processes of ‘circular migration’ in the EU. This development is seen as propelled by a political merger of a neo-liberal concern for economic growth and a neo-conservative focus on needs for reinforcing moral duty, family responsibility, cultural homogeneity and community cohesion, but with a rich body of established civil, political, social and cultural rights of citizenship exposed to erosion.

    The paper explores movements for social transformation in precarious times of austerity, dispossessed commons and narrow nationalism; movements counterpoised to an exhausted neoliberalism on the one hand, and a neoconservative xenophobic populism on the other. Applying ‘rainbow coalition’ as generic concept it points at contours of a globally extended countermovement for social transformation, traversing ‘race’, class and gender, driven by reimaginings of the commons and indicating how they could be repossessed and democratically ruled; that is ‘reimagineered’). A multisited enquiry explores how actors express their claims as activist citizens under varying conditions and constellations, and if/how discourses and practices from different locations and at different scales inform each other. It interrogates whether there may be an actual equivalence of outlook, objective and strategy of ostensibly homologous contending movements which develop under varying local, national and regional circumstances in contemporary communities riveted by schisms of class, ‘race’/ethnicity and gender, occupied by the ‘migration’ issue and challenged by popular demands for social sustainability. The paper contributes to social theory by linking questions posed by critics of ‘post-politics’ concerning contingences of pluralist democracy and revitalised politics of civil society, to precarity studies focused on globalisation and the changing conditions of citizenship, labour and livelihoods.

    This article examines the 2013 riots in Stockholm in the context of other urban rebellions across disadvantaged metropolitan neighbourhoods in the North-Atlantic region over the past three decades of neoliberal transformation. The authors discuss the consequences of securitisation and police repression, institutional racism, the corrosion of citizenship and the structuring of inequality in Swedish cities. Beyond the violence of the recent riots, contemporary Sweden reveals the emergence of an autonomous, non-violent and organisationally embedded movement for social justice among young people contesting urban degradation and reclaiming the nation in terms of an inclusive citizenship, social welfare and democracy. The article asks whether the Stockholm uprising could possibly be read as a sobering moment of self-examination in Swedish politics that could open space up for new political voices.

    Stockholmsupproret 2013 är ett exempel på urban oro i marginaliserade bostadsområden— ett missnöje med koppling till de senaste decenniernas nyliberala omvandling och en utveckling som kan betraktas som en havererad urbanpolitik, en uttunning av medborgerliga rättigheter samt effekter avojämlikhetsskapande processer i större städer såväl som i samhället som helhet. Dessa ”upplopp”, eller snarare uppror, i Sverige och även i andradelar av Västvärlden, uttrycker krav för social rättvisa och är en manifestationav en ny, politisk, röst . Ur kravallernas dimridå, framträder i Stockholm samtidigt en självständig, demokratiskt artikulerad rättviseorganisation som förmår att sätta strukturella orsaker till såkallade ”kravaller” i fokus för nationell och internationell debatt.Det handlar om den ungdomsledda organisationen, Megafonen i Husby som blivit känt som "förortens röst".Med sitt fokus på välfärd, fördjupad demokrati, kamp mot rasism,diskriminering och polisiärt övervåld blev Megafonen en förebild i en framväxande urban rättviserörelse. Det är denna utveckling som utgör ämnet för detta kapitel.

    This article attempts to provide a critical understanding of the dual signification of “precarity”. It explores what “precarity” as a concept may potentially offer to studies of the changing contemporary political economy of migration. It discusses shifting trends in global migration and point to tendencies for a possible convergence between “South” and “North”, “East” and “West”. Based on a review of current advances in research, it discusses, with reference to the classical work of Karl Polanyi, the potential for a contemporary “countermovement” which would challenge the precarity of migrants. Bringing forward the issue of the “space for civil society” the article addresses a still lingering democratic deficit in the global governance of migration.

Under 2000-talet har social ojämlikhet och boendesegregering ökat, åtföljd av rasism och en allt mer restriktiv flyktingpolitik. Sverige är en nation i ombildning. Åtstramningspolitik och högerpopulism har fått bred förankring i partipolitiken. Samtidigt uppstår motrörelser, där civilsamhälleliga aktörer kräver en fördjupad demokrati och social rättvisa. Vi står inför ett skifte. Kommer en nyliberal ekonomisk politik att smälta samman med en auktoritär, rasistisk populism? Eller är de nya rörelserna en öppning mot ett mer inkluderande, jämlikt och rättvist samhälle, där visionen för framtiden byggs på hopp och optimism — inte rädsla och hot?

    Across a crisis-stricken Europe battles rage for post-neoliberal hegemony, with“race” and “austerity” as central signifiers. One of the places where thefrontlines are most pregnant is Sweden; long perceived as a role model for itswelfare state, cultural equity and social equality. Sweden is, however, facingsocial conflicts following in the tracks of a deep transformation in terms ofwelfare cuts, racialization and growing social polarization, targeting inparticular a disadvantaged migrant and post-migrant population. On thatbackground, the paper focuses on the upsurge of mutually antagonistic popularmovements – “racist” and “anti-racist”. We use Sweden as an exemplary case ofEurope’s present Polanyian moment, reminiscent of the 1930s. Yet, currentupheavals expound, the authors claim, a different configuration of crisis andracism as well as a dissimilar utopia for the imagineering of nation and community.

    Indulged with sociological self-centeredness we have reduced vampires to mechanisms of social cohesion. Hence,we have questioned a culture, seeing vampires as what they are, the dead ones haunting the living. If our interpretations have shown contempt towards vampires, we apologize for our mundane limitations, and thank them for the inspiration.

    Abstract [en]

    Departing from the notion of 'the stranger' in classical sociological literature (Alfred Schutz and Georg Simmel), the paper discusses the significance of two paradigmatic approaches, one of which has discursively branched off into modernity. In a world where the search for roots has become widespread - from the new social movements to the building of new nation-state, from identity politics to national identities - the multiple expression of exclusion has spread. A new kind of European citizen, a 'stranger', is being constructed. I argue that scientific discourses related to the intellectual heritage of Alfred Schutz have helped to create the 'stranger' and the 'non-stranger'. It is further argued that Simmel's approach is an alternative well worth highlighting.

    The paper examines the meaning of ethnic memory as it finds expression in the life stories and identity formation of three young Swedish women of immigrant background. Their identity is formed within afield of tension between what is and what has been. Using the examples of diffèrent metaphors attached to the symbolic space of tradition, they seek to link time and space and thus fragments of migrants’ splintered life. In relating the past to the present and its antagonisms to those of the present, all three girls demonstrate an ability to re‐interpret and to translate tradition into present experience. This, the author maintains, can be understood as a creative capacity out of which a new kind qf self‐orientation is born, and a new sense of home and belonging, come into being. In this way ‘modern ethnic consciousness ‘ takes form as a reflexive linkages across space and time. A new order is created out of the disorder of dissolved continuity.

    Abstract [en]

    This article offers a reflection on migration in the era of globalisation, and on its expression in contexts of tourism and self-employment. Ethnic entrepreneurship is increasing in Sweden. The motive forces behind this kind of self-employment are discussed in relation to unemployment and discrimination in the Swedish labour market. Other aspects of entrepreneurship to be discussed are related to the “importation” of Thais as “tourists” to Sweden, where they are exposed to severe exploitation in the informal economy. Different expressions of ethnic entrepreneurship are discussed in the context of the “global city” and its various types of citizen.
