    Offentliggemensamma digitala resurser: Utmaningar i samstyrning och samanvändning inom svensk e-förvaltning (RESONANS slutrapport)2014Report (Other academic)
    Abstract [sv]

    Projekt RESONANS har bedrivits i nära samverkan mellan Linköpings universitet, E-delegationen, Sveriges Kommuner och Landsting (SKL) och Uppsala universitet. Ekonomiskt stöd har erhållits från VINNOVA (dnr 2013-04936). Projektfokus har varit offentlig-gemensamma digitala resurser, dvs sådana IT-resurser som berör flera offentliga förvaltningar. Projektet har drivits av frågor som: Hur sker samstyrning av sådana digitala resurser? Vilka möjligheter och restriktioner finns i samanvändning av digitala resurser? Inom projektet har en bred kartläggningsstudie genomförts över olika offentliggemensamma initiativ. Huvudparten av projektet har utgjorts av diagnostiska fallstudier av utvalda offentliggemensamma digitala resurser. Vi har studerat digitala resurser av olika typer (gemensam webbplats, gemensamma komponenter i webbplatser, gemensamma/likartade back-office system, informationsytbyte mellan förvaltningar). Följande åtta digitala resurser har studerats: 1177 Vårdguiden, ekonomiskt bistånd, e-recept, gemensam gymnasieantagning i Stockholms län, kommunala e-tjänsteplattformar, Ladok, Mina meddelanden/Min myndighetspost, verksamt.se. I projektet har vi analyserat fallstudierna utifrån sju sam-verkansdimensioner. En normativ dimension om mål och värden, en regulativ om regelverk, en relationell om aktörsrelationer och rollfördelning, en performativ om verksamhets-processer och digital funktionalitet, en semantisk om språkbruk (begriplighet och precision), en presentativ om digitala möten och användargränssnitt samt en teknisk om samband mellan digitala resurser/komponenter i digitala landskap. I denna rapport presenteras jämförande tväranalyser av de studerade digitala resurserna utifrån dessa sju samverkans-dimensioner. Utifrån vår analys av dessa samverkansdimensioner har vi formulerat arbetet med att utveckla den sammanhållna e-förvaltningen som en "sjukamp". En sjukamp i grenarna: målstyrning, funktionell lagstiftning, organisering av aktörsrelationer, design av verksamhetsprocesser och digital funktionalitet, språklig tillgänglighet, begriplighet och precision, organisering och design av digitala möten samt arkitektonisk design av digitala landskap.

    Abstract [en]

    The issue of the paper is how to characterize public e-services mediated through the web. One common kind of characterization is made through stage models (e-ladders). Such models are frequently used for pol-icy-planning, evaluation and bench-marking of public e-services. E-ladder models have been criticized and as an alternative the e-diamond model has been formulated, which consists of twelve categories in three polarities (in-formative vs performative; general vs individualized; separate vs coordi-nated). The differences between e-ladder and e-diamond models are de-scribed in the paper. Empirical investigations of some public e-services based on the e-diamond model are pursued. A theoretical analysis of the e-diamond model based on the language-action perspective is performed. This follows the view that public e-services are seen as government – citizen communication. The empirical and theoretical investigations give further support to the e-diamond model.

    There is rapid growth in the development and launching of new public e-services to citizens. In doing this, government agencies base their work on national and international programs for e-government development. Many such programs include a stage model for public e-services. Many such models comprise stages of 1) information, 2) interaction, 3) transaction and 4) interaction. The wide spread use of such stage models (e-ladders) give rise to several questions. Are the categories of a stage model well chosen? Do e-services evolve through such a series of stages? Is there a real advancement between the different stages? Should one always strive for higher stages? Are higher stages inherently better than lower stages? Is a stage model a proper yardstick for evaluation and benchmarking? The paper pursues a critical examination of such stage models (called e-ladder). A conceptual analysis of stage models is performed based on a socio-pragmatic foundation. Empirical examples are given that show weaknesses in the assumptions and conceptualisations of stage models. An alternative model -the e-diamond - is presented consisting of three polarities (informative vs performative; standardized vs individualized; separate vs coordinated).

    DUKAT för restaurangföretagare – visioner om ett samlat informationssystem2012Report (Other academic)

    FoU-projektet ”DUKAT för restaurangföretagare – en uppgift en gång” är ett samarbetsprojekt mellan Sveriges Kommuner och Landsting (SKL) och Forsknings-gruppen VITS vid Linköpings universitet. Projektets fokus är restaurangföretagares samverkan med statliga myndigheter och kommunala förvaltningar i samband med etablering och drift av restauranger. Syftet är att förenkla och anpassa information, ansökningar och uppgiftskrav för restaurangföretagare. Projektet presenterar en vision för ett webbaserat informationssystem för restaurangföretagares kommunikation med stat och kommun. Projektet beskriver hur dagens IT-lösningar, med fragmentering (enskilda tjänster) eller samplacering av tjänster bör ersättas av ett integrerat informationssystem med samlad information och sammanhållna ansökningsprocesser. Föreslaget informationssystem avser att reducera många av dagens problem såsom svagt anpassad information, ointegrerade ansökningar, överlappande uppgiftskrav, många oplanerade myndighetskontakter, svår­hanterliga ansökningsblanketter och oklara och tungrodda processer för restaurang­etablering. Projektet har genomförts i tre faser. 1) I en företagarstudie har insamling och analys skett av problem och behov kring företagares interaktion med offentliga aktörer. 2) I en kommunstudie har ansökningshandlingar, uppgiftskrav och procedurer studerats. 3) I en designstudie har designkrav och egenskaper för ett informationssystem för kommunikation mellan restaurangföretagare och myndigheter genererats. För detta informationssystem har vi översiktligt skisserat arkitektur och funktionalitet. FoU-projektet har genomförts i samverkan med ett antal kommuner och statliga myndigheter. Finansiellt stöd har erhållits från VINNOVA (dnr 2011-03752).

    Abstract [en]

    To set up a new business can be a complex and demanding task in a highly regulated society. There is a need for many contacts with and applications for permits to different public authorities. There exists e-government support for new businesses, e.g. business link portals with information and services based on a life-event approach. This presented research contains formulation of a vision for a renewed e-government support for business set up (an assemblage information system; joined-up support for application processes; a reversed application process). This is characterized as visionary design research, which is argued to be a legitimate research approach. The paper articulates a visionary design research approach based on multi-grounding principles. Grounding of the emergent vision is done in theoretical pre-knowledge, internally through vision coherence and empirically in identified problematic situations, articulated goals and opinions/assessments from knowledgeable practitioners.

    Abstract [en]

    De senaste decennierna har inneburit en kraftig fokusering på förvaltningsutveckling i Sverige och internationellt. Såväl informationsteknik som från näringslivet överförda arbetssätt och synsätt på förvaltningen har kommit att bli centrala inslag i olika ansatser för reformering av den offentliga förvaltningen. Större medborgarfokusering, högre effektivitet och bättre horisontell och vertikal samverkan mellan myndigheter är paradbegrepp för utvecklingen. Utvecklingen kring eFörvaltningen i Sverige har främst inriktats på och skett i statliga myndigheter medan kommunerna kommit att senare anamma denna utvecklingstrend. I avhandlingen studeras förutsättningarna för sammanhållen eFörvaltning med sammansatta ärenden gentemot företag som söker etablering eller utveckling av sin verksamhet i en kommun. Dessa sammansatta ärenden är ur företagets perspektiv uppfattat som ett ärendeaggregat men är ur den kommunala förvaltningens perspektiv ett stort antal ärenden inom olika förvaltningar. I avhandlingen diskuteras överföring av synsätt och arbetssätt från näringslivet och att dessa kan innebära konflikter med traditionella till offentlig förvaltning knutna värden och således bör behandlas med försiktighet. Arbetet har utförts genom en fallstudie i en av Sverige större kommuner där förutsättningarna för sammanhållen förvaltning och kommunal eFörvaltning studerats exemplifierade genom sammansatta företagsärenden och nyetableringsärenden. På förvaltningarna involverade i dessa sammansatta ärenden har intervjuer genomförts och gemensamma seminarieaktiviteter utförts för att utreda vilka potentiella risker och förtjänster som kan aktualiseras genom samverkan och klientfokusering. Förutsättningarna för informationssystemstöd och gränsöverskridande informationshantering är centrala inslag i analysen. I avhandlingen förmedlas kunskap kring sektoriseringens negativa och positiva effekter i kommunal förvaltning samt värdekonflikter kring kundorientering, processorientering och reduceringen av en multiklientrelation till en dyadrelation i sammansatta ärenden. Detta bildar grunden för diskussionen om begränsningar och restriktioner för sammanhållen kommunal förvaltning och vilken roll informationshantering och informationssystem kan spela i förvaltningsutvecklingen.

    Abstract [en]

    In this paper we are applying inter-organizational concepts from the industrial/business network approach on empirical findings from an e-government case, in order to describe and better understand challenges in one-stop government e-service development. We analyze our case by using concepts that characterize an inter-organizational relationship in terms of its level of continuity, complexity, symmetry, informality, and its dimensions (links, bonds, and ties). The purpose of the paper is to explore how these theoretical concepts can help us focus on certain aspects of e-service development challenges. The empirical findings are collected within an on-going action research project for e-service development in the public sector in Sweden. The aim of the project is to develop one-stop government e-services for driver’s license matters as well as a web-based portal where these e-services and information about the driver’s license process will be easily accessible. Our conclusions are that the theoretical concepts helped us reach further understanding of the empirical case. In the spirit of the network approach, we focused on the present situation and been able to give a rather detailed and fine-grained picture of the problems and challenges in this context.

    Abstract [en]

    There are different interpretations of which core values eGovernment build on and promote. Some scholars see eGovernment as a direct follower to New Public Management (NPM), and as such supporting and promoting values and principles from the business sector. Others see eGovernment as a promoter of bureaucratic values supporting and promoting the values of traditional weberian ideal bureaucracy. The main issue in this paper is management strategy for public administration. Three examples of such management strategies are examined and compared: traditional bureaucracy, New Public Management and eGovernment. When investigating these strategies it is necessary to distinguish between strategy as idea and strategy in action. Core values of the management strategies are reconstructed and used as a lens through which a case study of eGovernment is analyzed. The implemented eGovernment-solution comprise values from both NPM and bureaucracy. Neither bureaucracy nor NPM alone supply the core values for eGovernment as a practical management strategy. The paper concludes with a dialectical structure where Bureaucracy is the thesis, NPM the anti-thesis and eGovernment the practical synthesis.

    Information technology has since the turn of the millennia been one of the core issues in the reform of public administration in government agencies. Aiding this development has in some countries and in the research community been discussed through the development of stage models describing the evolution of services in stages. This is the case in Sweden where the Swedish agency for administrative development has been using a model to describe, evaluate and promote the emerging services. This paper pivots on the discussion about the conceptual foundation for models such as the Swedish model and other models. The discussion is conceptually founded in information systems actability theory and IS usage situations. This paper addresses the issue of stage models and the concept of stages itself. The models discussed lack in the categorization of the described stages; borders between stages are undistinguishable and unclear. A refined model that addresses the discovered issues is presented in the paper.
