This Registered Report examines urban-rural tensions in Sweden-a historically egalitarian, multi-party welfare state with strong geographical equalization schemes, making it a least-likely case for place-based resentment theories. Using an online survey experiment (n = 2,051), we measured resentment through perceptions of in-group and out-group, and by experimentally varying whether political statements came from rural or urban politicians. Rural respondents showed stronger in-group identification, greater place-based resentment, and more negative stereotypes of their out-group than urban respondents. However, we find no evidence of place-based bias-that is, that rural respondents are less receptive to urban politicians' statements, or vice versa. These findings reveal clear urban-rural tensions in a context often considered unlikely for such divides, underscoring the role of regional identities in political discourse and policy in multi-party welfare states beyond Anglo-Saxon settings, while indicating that these tensions do not translate into systematic bias in evaluating political statements.

As democratic systems come under increasing strain worldwide, assessing their strength and resilience is more urgent than ever. Some argue that local democracy can serve as a bulwark against democratic backsliding—providing institutional resilience, political diversity, and grounded arenas for citizen engagement. But to fulfil this role, it must itself be strong, accountable, and responsive. Swedish Local Democracy at the Crossroads makes the case for continuous, systematic evaluation of democratic institutions at the local level and introduces a structured framework for doing so.

Applying this framework to Sweden—one of the world’s most decentralised countries—the book offers the most comprehensive and up-to-date analysis of Swedish local democracy available in English. Swedish municipalities are key actors in delivering welfare services, upholding political legitimacy, and maintaining citizen trust. Yet they increasingly face rising demands, institutional ambiguity, and weakened party structures that challenge their ability to govern effectively.

Grounded in historical context and detailed empirical analysis, the book explores enduring tensions and outlines potential pathways for reform. It examines core dimensions such as representation, participation, institutional design, and the evolving relationship between politicians and bureaucrats. While centred on the Swedish experience, its insights extend well beyond national borders and will appeal to researchers, students, policymakers, and practitioners concerned with democratic governance and institutional renewal.

We contribute to the limited knowledge of the consequences of municipal splits by estimating how break-ups of seven Swedish municipalities affected per capita expenditures. To predict what would have happened had the break-ups not taken place, we apply the matrix completion method with nuclear norm minimization. We find that smaller municipalities not necessarily imply higher per capita expenditures. Instead, expenditures increase in some cases, are unaffected in others, and in others, decrease. The results point to the complex nature of territorial reforms and underscore the perils of policy recommendations that take uniform outcomes of either amalgamations or break-ups for granted.

This study investigates the geographical polarisation of voting behaviour in Sweden by analysing historical data from Swedish parliamentary elections spanning from 1976 to 2022. We explore both national and intra-municipal trends to assess voting patterns in urban and rural areas across Sweden and within municipalities. Contrary to international trends and several theoretical predictions, our results indicate a general decrease in the urban-rural voting gap over time, accompanied by specific shifts in party support dynamics. However, in the latest elections, we identify a marked increase in support for the Sweden Democrats in rural compared to urban areas. We conclude by discussing the potential long-term implications of these trends for Swedish politics. This research enhances our understanding of the complexities and evolution of geographical polarisation in Sweden and provides insights into broader global patterns of political cleavages.

This special issue of Statsvetenskaplig tidskrift explores the political divide between urban and rural areas, reflecting on how geographical differences impact political behavior and voter preferences. In the past decade, several studies have highlighted the territorial dimension as a significant political cleavage, finding that rural vot-ers, places hit hard by economic globalization, as well as those residing in peripheral regions, often hold different values and are more likely to support populist and radical right parties compared to urban voters. The various contributions in this issue analyze and discuss various factors that may explain urban-rural differences in Sweden, such as uneven economic and demographic development, education levels, and population composition based on foreign background, and how political decisions reshape urban and rural landscapes through investments or closures of services. The issue also illustrates trends in political polarization across the urban-rural divide in Sweden.

De senaste 15 åren har kommunsammanslagningar blivit ett allt hetare ämnei Sverige. Många inflytelserika röster har höjts för en omfattande reform attdramatiskt minska antalet kommuner i landet. Argumenten för sammanslagningar handlar ofta om stor- och skaldriftsfördelar, ökad kostnadseffektivitetoch bättre kapacitet att hantera välfärdsuppdraget.

Denna rapport tar sig an frågan från ett annat perspektiv. Författarna menar attdebatten ofta förs ur ett teknokratiskt statsperspektiv, medan de som främstberörs – de mindre kommunerna – sällan får komma till tals. Syftet med rapporten är därför att undersöka hur små kommuner själva ser på sammanslagningar som lösning på sina utmaningar.

Studien bygger på en enkätundersökning genomförd av SmåKom bland sina 72medlemskommuner. Enkäten besvarades av totalt 63 individer från 45 kommuner, alla med färre än 13 300 invånare. Respondenterna var både politikeroch tjänstemän. Resultaten visar en utbredd skepsis mot kommunsammanslagningar bland de mindre kommunerna. Endast 4 av 63 respondenteruppgav att sammanslagningar varit aktuella i deras kommun under de senastetio åren. En överväldigande majoritet av de svarande var negativt inställda tillsammanslagningar. De främsta argumenten mot sammanslagningar var:

- Risken för demokratiförluster, med ökat avstånd mellan medborgareoch beslutsfattare.

- Oro för att kommunal service skulle centraliseras och försvinna frånmindre orter.

- Uppfattningen att den egna kommunen trots allt fungerar tillfredsställande som den är.

- Tveksamhet kring om sammanslagningar verkligen skulle lösa kommunernas problem.

Istället för sammanslagningar förespråkar många respondenter utökadmellankommunal samverkan som en bättre lösning. Några var också intresserade av så kallad asymmetrisk uppgiftsfördelning, där kommuner får olikaansvar beroende på sina förutsättningar. En majoritet av de svarande ansåg detosannolikt att frivilliga sammanslagningar skulle ske, även med statligt stöd.Samtidigt motsatte de sig starkt tvingande sammanslagningar.

Författarna lyfter avslutningsvis fram att olika kommunstrukturer gynnarolika värden. Medan större kommuner, i idealfallet, skulle kunna erbjudastordriftsfördelar och mer likvärdig service, kan mindre kommuner erbjudanärhet till beslutsfattare och bättre lokal anpassning till lokala förutsättningaroch behov. Författarna argumenterar för att tvångssammanslagningar riskeraratt kränka principen om kommunalt självstyre och undergräva viktiga demokratiska värden.

Sammanfattningsvis visar studien att det finns ett starkt motstånd mot kommunsammanslagningar bland Sveriges mindre kommuner, och att alternativalösningar föredras för att möta framtidens utmaningar.
