Abstract [sv]

Syftet med avhandlingen är att undersöka de överväganden och skäl som ligger bakom didaktiska val som fattas när utbildning organiseras för partipolitiskt aktiva personer. De anordnare som främst står i fokus för avhandlingen är de nationella partiorganisationerna medan den kommunala förvaltningen fungerar som en kon-trastpunkt. Avhandlingens teoretiska perspektiv utgörs av vuxendidaktik samt av ett analytiskt schema där politiska partier förstås som strategiska aktörer. Det didaktiska kunskapsintresset riktar sig främst mot det politiska systemet, partierna som aktörer samt de egna partimedlemmarna. Det är kvalitativ forskning som ligger till grund för de specifika studier som avhandlingen omfattar. Det empiriska materialet har genererats genom kvalitativa forskningsintervjuer, insamling av olika typer av dokument samt omfattande kartläggning.

Avhandlingen utgör en sammanläggningsavhandling som omfattar fyra artiklar. Artikel I analyserar organisering av partiskolning som verktyg för nationella partiorganisationer. Artikel II lyfter fram fostransprocesser som de nationella partiorganisationerna söker främja genom organisering av partiskolning riktat till partimedlemmar och lokalföreningar. Artikel III lyfter blicken gentemot det politiska systemet och visar hur partiskolning både kan påverka och påverkas av hur olika partifunktioner utövas. Artikel IV tar sikte på den utbildningsverksamhet som genomförs i svenska kommuner och lyfter fram tre tankelinjer som uttryck för hur de kommunala anordnarna resonerar kring och motiverar den utbildning som de erbjuder till lokala folkvalda.  

Sammantaget bidrar avhandlingen med kunskap om vad som sker i mötet mellan utbildning och partidemokratin. Påverkan och fostran lyfts fram som två centrala skäl bakom de didaktiska val som fattas av de nationella partiorganisationerna vid organisering av partiskolning. Hur de nationella partiorganisationerna motiverar och resonerar kring den utbildningsverksamhet som de organiserar diskuteras i samband med samlingsbegreppen personer, process och platsen. Avhandlingen visar också hur partiskolning innehar en strategisk potential för partierna. Organisering av utbildningsverksamhet i politiska partier och kommuner kan även påverka konstruktionen av deltagarnas demokratiska kompetens, vilket kan spela roll för hur partimedlemmarnas aktiva medborgarskap kommer till uttryck.

Abstract [en]

The purpose of this thesis is to explore the considerations and reasons behind didactical choices that are taken when education is organised for party-political participants. The national party organisations constitute the main focal point while the municipal administration functions as counterpoint. Didactics and a scheme of analysis where political parties are construed as strategic actors make up the theoretical perspective of the dissertation. The didactical interest of knowledge is directed towards the political system, the parties as actors and the party members. Qualitative research has been conducted as the basis for the different studies that the thesis encompasses. The empirical material has been gathered through qualitative research interviews, collection of different types of documents and an ex-tensive surveying.  

The thesis is made up of a collection of four papers. Paper I analyses the organisation of party schooling as tools for the national party organisations. Paper II looks at the meaning conferred on party education by the central level of the national party organisation and how the design of education may come to foster political participation. Paper III investigates relationships to the political system and illustrates how the organisation of party schooling may both affect and be affected by how party functions are being exercised. Paper IV looks at education being organised by the municipal administration and stresses three lines of reasoning as expression of how the municipal organisers reason and motivate the education they design and offer to municipal councilors.  

The thesis stresses two main reasons behind didactical choices made by the national party organisations when organising party schooling, namely, to affect and foster. The ways that the national party organisations motivate and reason about the education that they organise is discussed in relation to the terms per-sons, process, and the place. The dissertation shows how the organisation of party schooling carries a strategic potential for the parties. The organisation of education in political parties and municipalities may also affect the construction of the participants’ democratic competence, which may affect how their active citizenship is manifested.

Abstract [en]

Political parties are often construed as playing an imperative role in democratic systems. However, what happens inside a party once people have joined as members and during their continued engagement is underexplored in research. This paper investigates the organisation of party education within political parties in Sweden and how political participation may be fostered. The vantage point is the institutional level in the party organisation when designing education and providing learning opportunities for party members. The empirical material consists of interviews with central representatives from all eight parties represented in the national parliament following the elections in 2018. This collected material has been analysed using concepts from the community of practice framework. The results indicate attempts by the parties to affect both individual members and local party branches through the organisation of party education.

Abstract [en]

Political parties are widely recognised as indispensable actors in democratic systems. One way to illustrate the actions and role of political parties is to explicate various party functions that may be carried out in a political system. The aim of this paper is to explore the relationships between the organisation of party education and five specific party functions in Sweden. The empirical material consists of interviews with party officials from all eight parties that were represented in the national parliament during 2018-2022 as well as a mapping of educational content, structure, and activities from various parties. This material has been analysed in relation to five concrete party functions and a theoretical approach that highlights interactions and relationships occurring on different levels in apolitical system. The results demonstrate that there are different relationships between party education and party functions which may generate implications that are important both for the agency of a party but also to the broader political landscape. It is also possible to discern one specific function related to the provision of party education, namely an affirmation function.

Although elected representatives play an imperative role for the functioning of a formal democracy, educational research has so far not given much attention to the education and training offered to this group of people. A democratic dilemma may arise in the design and organisation of this education that relate to local governance and policy processes. This paper investigates introductory education that Swedish municipalities offer to municipal councillors and explore the reasons behind its design. The study draws on a comprehensive set of empirical material, consisting of educational programmes from 261 Swedish municipalities and interviews with municipal representatives. The results suggest three different lines of reasoning, denoted system-oriented, relationship-oriented, and market-oriented lines, behind the design of this education. The importance of these results can be considered in relation to previous findings that a strained relation exist between elected representatives and local administrations in Sweden.
