Exclusionary Integration Systems?: Multilevel Governance of Refugee Reception in Trento, Italy

Abstract [en]

Since the 1990s, when Italy began to become a destination for asylum seekers, refugee policies have rapidly shifted towards deterrent measures to discourage the arrival of refugees and migrants. Meanwhile, reception policies are increasingly influenced by local governments and implemented by NGOs and CSOs based on a multi-level governance (MLG) system. In light of the above, this thesis aims to examine the specific context of the Autonomous Province of Trento to understand the deterrent measures adopted over time to discourage migration and prevent refugees, asylum seekers, and migrants in irregular situations from integrating into the host society. Likewise, this research aims to provide insights into the functioning of the MLG of the reception and integration system in Italy, identifying the particularities of the province and the challenges for local NGOs and CSOs working in an increasingly shrinking space. The study employs a qualitative research framework. Information was collected through seven semistructured interviews with four local organizations and analyzed using a thematic approach. The theoretical discussions show that restrictions at both national and local government levels have reduced access to and the quality of services in reception facilities, thereby affecting and excluding persons seeking protection. Furthermore, Trento has created parallel structures to organize and delegate some responsibilities to local organizations, which take the main responsibility for the implementation of the programs. However, despite its autonomy, the province is still required to operate following certain national guidelines. Finally, the research also demonstrated that organizations face diverse challenges and that legislative changes have also impacted their ability to promote integration with a two-way perspective.
